I think they are people from out of town doing the damage.... because that looks like it was done on queen street, a few blocks from queen street west, which is a very popular place among the young and artistic.

Why do American Schools tolerate this?

Recently, one of by biology professors was injured and now is out for two weeks. Now we have this other lecturer filling in for her. The woman is some nature of middle eastern, and thus has an accent, but nothing is objectionably wrong with her use of English. However, she's quiet and has a very soft spoken sort of voice.
